Adverting to the references cited, I submit that the disposal of my RTI application (1^st reference cited) through you reply(reference cited), I regret to inform that your disposal/reply is not in consonance with RTI law. As such, I need some more information:

1) The copy of page of register containing and/or showing mail outward/dispatch register with entry/index/reference No and relevant page No. with date through which the third party submission and appeals were asked/called for?

2) The copy of the letter dispatched to third party for inviting his submissions, if any?

4) The copy of the record of submissions and appeals received received from third party.

5) Annexure II & III of RTI Register as per provision of

Adverting to refernce cited, I did not receive the attention from the PIO, let alone my disposal. As such, I request some more information/records pertaining to my RTI application.

Kindly Inform/Clarify/Furnish/Provide in certified copies

1. The daily progress made on my RTI application dated ??/??/?? to till date.

2. The names, designations and office addresses of the officials with whom my application was lying during this period and date wise period with each official and details of action taken by PIO.

3. The record copy of receipt/acknowledgement and dispatch of my application to the offices of each of these officials.

4. According to your rules or citizens charter or any other order, number of days in which such a matter should have been dealt with and resolved. Please also provide a copy of these rules.

5. If the officials/employees have not adhered to the time limit mentioned in rules and are guilty of flouting these rules, please give a copy of your policy on conduct rules and details of action taken by the controlling authority against erring officials/employees.

6. In case no action has been initiated for dereliction of duties against erring officials, the reasons be made known to me, with name and contact details of controlling authority of these officials/employees.

7. When I am likely to receive reply to my said application.

8. The copy of file notings made and held, on my said application.

9. The number of complaints which were received by against your office in last one year, from the affected citizens.

10. The number of employees of your office against whom disciplinary/departmental action was initiated in last one year

11. The name and designation of the PIO and First Appellate Authority of your organization.

           

12. The name, postal and email address, phone numbers and website details of the hierarchy and chain of command from your office and up to the Chief/Principal Secretary at the State Secretariat.

14). Information about 3rd party in RTI Law

An RTI applicant is not third party. The information of whom
(any invidivual/NGO/Organsization/Company/Public or Pvt entity) you are seeking is third party.
In case of 3rd party objetion,  PIO has to follow section 11 of RTI Act and then decide.
He can deny information only for reasons mentioned in section 8.1 [a to j] and 9.
However, information cannot be denied just because it pertains to 3rd  party or
as 3rd party dont permit to reveal information.

III.   CLAIM: RESTITUTION OF CONJUGAL RIGHTS

May it please your Honour:

I, ??????, the Petitioner herein respectfully submit that I am working for a private company in Hyderabad.  I am the legally wedded husband of the Respondent and that both of us are Hindu by birth. My marriage to the Respondent  took place at ?????? on ????, as per Hindu rites and customs,  with the consent and blessings of elders on both sides.

THAT, we both parties had led a happy married life for ?????? months/years. We both have been an absolutely normal couple and either of them have not given any reason to complain against each other. However the parents, family members, relatives and some neighbours of the respondent, constantly interfered and attempted to poison our marital relations by carrying tales, to the respondent against me.   Since ??????????(your story)  more mis-communications, misunderstandings were at play due to constant back-biting by these evil elements against us. In such a vitiated atmosphere, respondent fell prey to their machinations and became a tool in their manipulative hands.  As a result the respondent who went to her parental home on ??????as a  and did not return to her matrimonial home even though my communicating with her many times but she did not respond to my attempts. 

THAT, to my surprise and dismay suddenly on ??????, I was confronted with a totally unexpected legal proceedings slapped against me by the respondent at the instigation of her parents, family members, relatives and some neighbours. Whereas I had to contend with these false criminal proceedings, the respondent continued to stay in her matrimonial home.  These proceedings consist of a criminal case u/s 498(a), a   divorce suit and a suit for maintenance, separately.

I  further submit that I am living all alone at ??????as I am working here in ?????without the support of any family members from either side. My continued communication with the family members of the Respondent have not yielded any information as to the whereabouts of the Respondent. Subsequently, I came to know that Respondent was living with her parents, through the police personnel who came to arrest me and my family members on ??????.

I respectfully submit that the Respondent is staying away from me without informing as well as for no valid reasons whatsoever. Thus far, the Respondent has not let me know of her intentions as well as her future plans.  She neither responded to my communications nor acknowledged.

Since the acts of the Respondent have arrested my married life.  I pray this Hon’ble Court to seek restitution of my conjugal rights.  I am left with no other option but to approach this Hon’ble Court for redressal of my grievances.

Hence this petition for restitution of conjugal rights.

IV.   CAUSE OF ACTION

The cause of action for this Petition arose on ??????, when the respondent left petitioner’s residence to her parental home but never returned thereafter.     

            

V.   JURISDICTION

The Petitioner as well as the Respondent were residing at ??????,   when the cause of action arose and thus this Hon’ble Court has jurisdiction to try and adjudicate this Petition.

VI.   VALUATION

The Petitioner is paying a court fee of Rs. 10/- which is sufficient as per the Act.

Corruption is the bane of Indian State and mother of all ills of our society.
The only recourse left for the civil Society is to seek transparency and
accountability from Public Authorities, through RTI-activism.

The rise in corruption levels in the Police Department (especially in the
lower category) has been a disturbing trend. I seek to get some information
on the subject-matter, which you may kindly furnish as hereunder:

Kindly Inform/Clarify/Furnish/Provide in certified copies

Please inform step-by-step procedure and methodology to query, inquire, report,
complain and seek redressal in repsect of wrong-doing, abuse of due of process,
corruption and bribery in the Police Department (either in general, objectively; 
or in particular, subjectively – as the case may be) with clarity and precision on
the following aspects.

a)      Agencies and hierarchies to be approached/informed/reported/complained;

b)     Channels through which to pursue/correspond/contact/process;

c)     Forms formats, models or templates of reports/complaints/application if any  
         prescribed, with specimens;

d)     Sections, sub-sections, clauses of laws/bye laws/rules/code etc., if any(with extracts);

e)     G.O.s/circulars/memoranda/pamphlets/handouts/citizen-charters etc. with copies;

f)      Offices, help-desks, helplines, web sites, resource centres/persons, nodal agencies  
         which are in place to help affected citizens;

g)     Details of voluntary and proactive disclosures made in compliance with section 4 of
         RTI Act;

h)     Aspects on which bars, restrictions, limitations and embargos imposed on civil
        society,  citizen-activists, Voluntary Associations and whistle-blowers etc.
        discouraging  and prohibiting the exposes  on bribery and corruption, if any;

i)     Protection measures provided or prescribed for whistle-blowers, 
        citizen- activists and the members of the civil society;

j)     Any other information, material and sources that can be made available from
        your records at your initiative, authority and discretion that might help promote 
        transparency and  accountability in your department;
